SUMMER WOMEN'S RULES

This is not a comprehensive list of all League rules. Contact summer commissioner Silvia Guzman-Urteaga  if you have questions.
  • Maximum of 25 players per roster.
  • Maximum of 18 players may suit up for each game.
  • All players must present valid player ID card to the referee before each game. Referee does not have to allow a player without a player ID card play.
  • Each team's game report must be filled out by game time. Download game report here.
  • Teams will be permitted 10 minutes grace time in which to field a team (minimum 7 players). If it is necessary to forfeit, both teams must pay their portion of referee fee ($20).
  • Home team is responsible for changing jerseys if there is a color conflict and is expected to wear the primary color listed on team list.
  • All players must have numbers on jerseys (must be different number for each player). Jerseys must be matching.
  • Shin guards must be worn during play.
  • Free substitution on all goal kicks, throw-ins on your possession, and any injuries (all at the discretion of the referee).
  • A one-person referee system will be followed. Referee fee is $20 per team in cash at the field.
  • Two 35-minute halves per game with no overtime or penalty kick tiebreaker.

 

Game Reports
Prior to the start of a game, each team rep will give the referee a completed game report and the $20 referee fee. The game report should be filled out in advance, listing each player's name and jersey number. Newer versions of the game report allow you to list every player on your roster (up to 25). Since you cannot suit up more than 18 players for a game, simply cross off names of players who are not participating. Download game report here.

The referee is responsible for returning game reports to HWSA. Each team is also required to report game results to the summer women's commissioner within 24 hours. This may be done by submitting the online game report form.

 

Discipline
HWSA is a recreational league. Please insist that your players play under control at all times. Referees have been instructed to have no tolerance for misbehavior. Verbal abuse of players or referees will not be tolerated either.

Fines will be assessed for infractions -- $10 for cautions (yellow cards), and $25 (minimum) for ejections (red cards). Players receiving a red card are suspended for a minimum of the team's next game (length of suspension and amount of fine depend on infraction). One-game suspension for three yellow cards by the same player in the same season; one season suspension plus $25 fine (in addition to yellow card fines) for five yellow cards by the same player in the same season. Complete information on discipline-related issues may be found in the HWSA Constitution, By-Laws & Rules. Playing a suspended player results in automatic forfeit.

Fines should be paid to the HWSA secretary at the league meeting immediately following the infraction.

 

Injuries
In the unfortunate event that one of your players is injured, the league vice president should be notified as soon as possible. The league maintains liability insurance and limited supplemental health insurance -- this insurance is not intended to provide primary health coverage (the maximum benefit is very limited). To help ensure that the league is notified of injuries requiring medical attention, insurance claim forms are available from the HWSA vice president only an as-needed basis.

Claims must be submitted within 90 days of injury, and a game card must be submitted to. Contact the summer women's commissioner to get a copy of a specific game report.

Rainouts
All games are scheduled to be played at Bear Creek Park. Non-HWSA parties determine if the fields will be closed due to inclement weather. Please instruct your players to check the rainout hotline (713-267-1517) before leaving for the field.

Forfeits

Forfeiting a game results in a 1-0 loss. Forfeits result if a team is unable to play a scheduled game, or if an ineligible player plays. The only valid reasons for postponing a game are inclement weather or a conflicting state-sanctioned tournament (with the permission of the women's commissioner). In the event of a forfeit, the referee is still owed the full fee. Both teams pay $20, unless it's a no-show forfeit (i.e. NO ONE from the other team shows up). The no-show team will be billed by HWSA for the full ref fee.

If for some reason you know that your team will forfeit a game before game time, please contact the summer women's commissioner at least three days before the game and we will waive the referee fee. In any event, please contact the commissioner even if minimal notice can be provided. This is an act of courtesy that the other team and the referee will appreciate and will save 18 people an unnecessary trip to the field. If we can contact everyone in time, we may be able to waive the referee's fee, but this is not guaranteed if less than three days notice is given. Once a game has started each team is responsible for paying the referee in the event of a forfeit (this is a moot point since the referee collects his fee before the start of play).

If you voluntarily choose not to replay a game, the other team wins the game by a 1-0 score. If both teams choose not to replay, it counts as a double forfeit.

 

GENERAL
A team rep must attend the HWSA general meeting on 28 July. Failure to attend will result in a $10 fine. Protests must be filed in writing to the summer commissioner within 48 hours of game (with $25 deposit); protests may only be filed for referee violating law of game, or ineligible player playing in game;
grievances may be filed for other issues.

 RAINOUTS DURING A GAME
• If the game is rained out AFTER the 60th minute, the score stands.
• If the game is rained out BEFORE the 60th minute, the game will be rescheduled and replayed in its entirety. Please pay the referee for the rainout -- HWSA will reimburse you (but only if you let the
treasurer know). Contact the summer commissioner immediately and add a note to the on-line report.
